Strasbourg, the European Capital, is hosting the 10th UDITE Conference, a network for constructive relations between European local government chief executives. European local government chief executives are coming together in the heart of the Federation to give mutual support for their joint actions throughout the 15 member countries*. This association’s prime objective is to encourage increased discussion between its members, so that they can take full advantage of their role and the duties of local government chief executives in Europe.

FRANCE BECOMES PRESIDENT OF UDITE

The Conference will be the occasion for France to take over the presidency of the Federation for a two-year period. A few months before the handover, DIDIER DURAFFOURG, Vice-Chairman of the SNDGCT**, is preparing for this new responsibility and will keep a watchful eye on the place and the role of European local government chief executives.

A FORUM OF FIVE PLENARY SESSIONS AND FOUR WORKSHOPS

This year has another innovation; nine professional issues are timetabled in the form of plenary sessions and workshops. These will be a real platform for the discussion of good practice, and will bring together experts, elected representatives and government employees from the
Council of Europe, the Committee of the Regions, and Europe in general. It will be an opportunity to consider methods of developing relations between members of the UDITE to bring about better performance and capitalise on their professional experiences.

FRIDAY 29 OCTOBER

Plenary Session 1  - “Models for managing public performance at the European level”

Plenary Session 2 - “Public ethics and productivity for local public services. Are the principles of productivity in the private sector reconcilable with the ethics of the public service?”

Workshop 1 - “The participation of citizens in local democracy: good practice in Europe”

Workshop 1 - “Financial independence of local authorities in Europe: own resources or redistributed resources”

SATURDAY 30 OCTOBER

Plenary Session 3 - “Local authorities as a vector of communication for Europe”

Plenary Session 4 - “Primo Europe”, Managing risk in the public sector

Workshop 3 - Managing the public-private partnership for local investment

Workshop 4 - How can European institutions be a prime mover in sustainable development?

The plenary session on “Preliminary analyses of the comparative study: the duties of Chief Executive Officer in local authorities in Europe” will close this 10th Conference.
