The Council of European Municipalities and Regions (CEMR) general assembly will welcome 900 participants along with a wide range of speakers.

The assembly will be used by CEMR as a platform to launch a number of initiatives including a new European charter on local and regional services of general interest, which stresses that 'local and regional authorities must be free to decide without unjustified restrictions at the European level how to deliver public services to their citizens'.

CEMR will also present its manifesto for the elections to the European parliament and two new studies; one on the impact of the economic crisis on local and regional authorities and one on changes in local and regional structures across Europe.

Taking place from 22-24 April in Malmo, the assembly will hear from a number of speakers including the Vice President of the European Investment Bank Eva Srejber, who will explain the role of the EIB during the economic crisis, and the Chair of Gallup Europe, Robert Manchin who will give an overview of how citizens assess the towns and regions they live in.

CEMR has also announced the Mayor of Reykjavik, Hanna Birna Kristjansdottir, will explain how her city is now in the grip of one of the worst crises in its history, and what measures have been taken to deal with it.
